Independent activists testified at the Presidents Commission on Election Administration (PCEA) hearings in Miami, Denver, Philadelphia and Cincinnati . But as Jackie Salit and Harry Kresky pointed out in The Daily Beast, "The gap between the magnitude of the problem and the narrowness of the Commission's mandate is ridiculously wide, like opening an umbrella in the middle of a hurricane."
